Obtaining a business license in any of the state in the Emirate is relatively simple once you can afford it and having a valid visa of any status with your passport. There are 3 categories of license you can apply for in Dubai (1) mainland (2) freezone (3) offshore. The relevant Department of Economic Development is the issuing authority in most of the states namely Dubai, Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah while there are over 50 Freezones with each having their respective issuing authorities.
The legal form of business in Dubai and other state of the Emirates are structured into the following categories:

Mainland

Mainland is the main city state company setup outside of the free zones. The regulatory authority for issuing mainland licenses are various states Department of Economic Development in the UAE. Companies in the mainland area carry out business without restrictions in the emirate and worldwide. Local sponsor is now not required longer to get a mainland license for almost 1000 commercial and industrial activities.
Mainland area is the main business area of the city state of Dubai. The mainland business license is further divided into 3 categories.
(1) Commercial (2) Industrial (3) Professional.

Commercial License:

This category of license is for commercial activities involved in buying and selling of goods and commodities of all type except guns and ammunition basically trading. This form of business license is either a limited liability company (LLC) or set up a sole establishment.

Professional License:

An individual or group of professionals who wishes to setup their business to offer professional services such as advertising, marketing, public relations, accountant, auditor, business management, insurance, tax, legal consultancy, tailoring, computer and IT infrastructure services and more.

Industrial License:

Industrial company setup in UAE must be involve in industrial activities such as manufacturing, converting of natural materials or incorporating natural resources into an end products and allied industrial services. A physical facility, such as warehouse, land, etc. in any of the Emirates to carry out their activities.

Free Zone

UAE is presently having over 50 free zones with each one dedicated to a commercial theme. Most free zone setup is relatively easy with foreigners as their own sponsor without a need for a local sponsor. They are having their own free zone regulatory authority for issuing free zone licenses.

Originally the freezone was structured to serve more of individuals mostly foreigners who want full ownership of their company among other benefits. But now the same advantage is available in the mainland as well.

Offshore

An Offshore Company is a legal business entity that is set up in the UAE to operate outside its registered jurisdiction and/or the location. Offshore Companies are normally registered in any of UAE free zone and different from normal free zone license

An offshore company is a non-resident company and intended for individual or company domiciled outside the UAE. The duly registered offshore company in Dubai will still have similar advantages of a UAE company like no corporate, personal, import, or export taxes in addition to having non-disclosure confidentiality over financial matters.
